
About this game
This brown-paper version of Battleships is named after the Two-Ocean Navy Act passed by Congress after the fall of France in 1940. It authorized massive new spending to expand the U.S. Navy, including construction of 18 aircraft carriers and 15,000 naval airplanes. As a result, the United States began gearing up for the Pacific War long before Pearl Harbor.
